SAPs who work with DOT mandated employees must ensure that they undergo the proper Substance Abuse Professional training and stay current on their credentials. When a DOT-mandated employee fails a drug or alcohol test they will immediately be removed from their safety-sensitive role and have to find a SAP to provide them with evaluations, recommendations for treatment, counseling, and/or education, and follow-up testing.

Qualification You Need to Become a SAP

49 CFR Part 40 prescribes the necessary training and qualifications a SAP must possess. The professional must also have clinical knowledge and experience. The following individuals can act as SAPs as per DOT regulations:

  • Doctors and licensed physicians
  • Certified psychiatrists, psychologists, and counselors
  • Licensed Employee Assistance Professionals
  • Certified marriage and family therapists
  • Drug and alcohol counselors certified through the NAADAC, NBCC, or ICRC

What Type of Training Does a SAP Need?

To become a SAP, you will need to attend Substance Abuse Professional training detailed in Section 281 c of 49 CFR Part 40 Subpart O. Providers must retain “DOT Qualification Training & Testing” certificates and complete 12 hours of continuing education during each three-year period from the date on which the SAP examination was completed. It is imperative that the professionals have a comprehensive understanding of drug and alcohol abuse disorders, how they work, and how they can be treated.
