The Department of Transportation’s SAP Program is designed to assist employees who have tested positive on a drug or alcohol test, either through a pre-employment, random, reasonable suspicion screening or as part of the post-accident procedure. If you have tested positive for drugs or alcohol, it is important to know and understand the DOT SAP guidelines. By reviewing the safety regulations that require you to be removed from your safety-sensitive duties, and undergo evaluation, education and/or treatment by the recommendation of a SAP.
DOT SAP Guidelines: Things You Need to Know
“SAP” stands for a Substance Abuse Professional – this is someone who will guide you through the SAP program according to the DOT SAP guidelines. A DOT qualified SAP has undergone specialized training, has professional credentials and continuing education certifications. They are trained to comply with DOT SAP guidelines.
The SAP is the only person who can approve you to return to duty. Your SAP may refer you to treatment, education and/or counseling as a result of your initial interview.
The SAP process for DOT-mandated employees involves face-to-face interviews. The initial interview is the beginning of the return to duty process. In this interview, you will be evaluated to determine the level of treatment or education needed.
As you participate in your SAP recommended program, you may be required to check in with your SAP to evaluate your progress. Once you have complied with the SAP’s recommended program, you will have a follow-up face-to-face interview with your SAP. They will evaluate you based on the DOT SAP guidelines, and then give you recommendations to submit to a return-to-duty test. If an employee fails to comply with the SAP’s recommendations for treatment or education, and/or produces positive results from drug and/or alcohol test(s), the employee will not be approved to return to their safety-sensitive duties.
