Who Can Perform A DOT SAP Evaluation?
If you work in a DOT-mandated, safety-sensitive position, you may be familiar with the DOT SAP evaluation process and what it can mean for your livelihood. Though, there’s more to a DOT SAP evaluation than you may think, as the process is aimed at truly understanding an employee’s substance abuse and recommending a treatment and/or education program to help guide them in the right direction. When Does An Employee Need An Evaluation?
Due to the Omnibus Transportation Employee Testing Act of 1991, DOT-mandated, safety-sensitive employees are required to submit to a drug and/or alcohol test upon preemployment, due to reasonable suspicion, after certain accidents, and at random. If a safety-sensitive employee fails, or refuses to submit to, a drug and/or alcohol test they will immediately be removed from their duties and have to be evaluated by a SAP.
What is a SAP Evaluation?
During the SAP evaluation, the SAP administers screening assessments to determine the level of drug or alcohol misuse and asks the employee questions to fully understand their unique situation. After the SAP performs a face-to-face evaluation with the employee and recommends treatment and/or education, the employee must then follow the SAPs education and treatment recommendations and provide proof of compliance before they can be considered fit to undergo a follow-up evaluation and to submit to a return to duty drug and/or alcohol test. If the employee provides a negative result, they are considered fit to return to safety-sensitive duties.
Who Can Perform a SAP Evaluation
The following persons can become DOT Substance Abuse Professionals:
- Licensed Physician (Doctor of Medicine or Osteopathy)
- Licensed or certified Social Worker
- Licensed or certified Marriage and Family Therapist
- Licensed or certified Psychologist
- Licensed or certified Employee Assistance Professional
- Drug and Alcohol Counselor certified by the National Association of Alcoholism and Drug Abuse Counselors Certification Commission(NAADAC), the International Certification Reciprocity Consortium (ICRC) or the National Board of Certified Counselors (NBCC)
