Substance Abuse Evaluation: Why Would I Need One?

A substance abuse evaluation is the first step to the return-to-duty process for DOT-mandated, safety-sensitive employees after they fail a drug and/or alcohol test.

The U.S. Department of Transport implemented the Omnibus Transportation Employee Testing Act in 1991. The reason for this Act is to protect public safety from employees who work in safety-sensitive positions.

The Omnibus Transportation Act applies to those who work in DOT-mandated, safety-sensitive positions. These areas cover aviation, pipeline industries, shipping, railroads, trucking, and mass transit carriers. In other words, anyone who uses a vehicle to transport people or goods is under scrutiny in terms of this Act.

What Do They Test?

There are certain cases under which an employee, or applicant, needs to take a drug and/or alcohol test. These include: preemployment, at random, after certain accidents, due to reasonable suspicion, and part of the return-to-duty process as well as follow-ups. Those who submit to these tests will be tested for the following substances:

  • Opiates, including codeine and opium
  • Marijuana
  • Phencyclidine – PCP
  • Amphetamines and methamphetamines
  • Cocaine
  • Alcohol (≥0.02)

Failing, or Refusing, a Test

If you refuse to take a test, you are subject to the same consequences as a failed test. If you test positive, an employer will immediately relieve you of your safety-sensitive duties. You will only be able to return to these duties after completing a SAP program.

Substance Abuse Evaluation — What to Expect

When you meet with your qualified SAP for your substance abuse evaluation, they will ask you questions to understand the true nature of your substance misuse. Based on what they gather in this initial appointment, they will recommend treatment and/or educational programs. Once you have shown to comply with the recommendations you are ready for your follow-up evaluation and authorization is given to submit to a return-to-duty drug and/or alcohol test.
