Drug and alcohol use while on the job is taken very seriously, especially for DOT-mandated safety-sensitive FTA employees. The Federal Transit Administration requires that all employees refrain from drinking alcohol or taking any drugs while on the job. Therefore, all employees of mass transportation must adhere to the FTA’s Drug and Alcohol Regulations. If an employee fails or refuses to take a mandated drug and/or alcohol test they must meet with DOT-qualified SAP providers before being allowed to return to their job.

Why Does the FTA Require Drug and Alcohol Testing?

FTA mandated employees work for public mass transportation systems across the country. These roles include anyone with a job related to the subway, bus, ferry, and/or trolley system. You probably know that the FTA is one of ten modes of transportation that fall within the purview of the Department of Transportation. So, the FTA must follow the Omnibus Transportation Employee Testing Act of 1991. This act outlines drug and alcohol testing policies to discourage and eliminate the use of drugs and/or alcohol within the United States transportation corridor. Unfortunately, the amount of FTA employees testing positive grew exponentially in 2019. As a result, the FTA increased its minimum random drug testing threshold from 25% of the workforce to 50% of the workforce. Consequently, more employees are required to take a random drug tests throughout the year.

When FTA Employees Need SAP Providers

If you are randomly selected or required to take a drug and/or alcohol test following an accident and test positive you will be immediately removed from your safety-sensitive duties. Next, you are required to find a SAP provider to begin the return-to-duty process. The SAP (Substance Abuse Professorial) provides recommendations and a treatment plan that must be complied with before returning to work. Complying with the SAP’s recommendations is your only pathway back to work. Therefore, you want to find one quickly and complete the process as soon as possible.
