Reasonable suspicion means one or more supervisors have observed the employee showing signs of alcohol or drug use in their appearance, speech, behavior, or smell. Having a feeling or a hunch is not considered enough to conduct testing.

If the supervisory staff witnessed enough to have reasonable suspicion, drug or alcohol testing should immediately follow. Employees that are requested to perform a drug or alcohol test from a supervisor, due to reasonable suspicion, must oblige. Refusing to submit to the test is equivalent to failing.

Safety-sensitive workers that violate the drug and/or alcohol policy need to be removed from their safety-sensitive duties immediately for their safety, the safety of their coworkers, and the general public.
