The Pipeline and Hazardous Materials Safety Administration (PHMSA) is a U.S. Department of Transportation (DOT) agency responsible for protecting people and the environment by advancing the safe transportation of energy and other hazardous materials by all modes of transportation, including pipelines. The PHMSA has regulated drug and alcohol testing and requires operators to conduct regular drug and alcohol testing of all PHMSA mandated employees performing operation, maintenance, or emergency-response functions. These tests are to ensure the safety of the pipeline facilities, transportation of hazardous materials and to prevent accidents or injuries caused by an individual using drugs or alcohol.

Why Do I Need to Be Seen by a DOT Qualified SAP?

The DOT requires that all PHMSA mandated employees undergo drug and alcohol screening. These tests are performed pre-employment, at random, under reasonable suspicion or post-accident, for return-to-duty and follow-up testing. The DOT requires these tests to make sure employees are not under the influence while working with hazardous materials, large machinery or potentially harming the public. If a PHMSA mandated employee fails a DOT test, they are immediately removed from safety-sensitive work and required to be referred to a qualified Substance Abuse Professional (SAP).

Before an employee is considered for reinstatement, he/she must complete the return-to-duty process. The process is conducted by a qualified SAP who performs a face-to-face clinical assessment/evaluation and refers the employee to appropriate education and/or treatment. The SAP will ensure that the employee complied with the recommendations for treatment and/or education and report on the employees success. After that the employee must take a return-to-duty drug and/or alcohol test. After testing negative for all substances, the employee will be eligible to return to their safety-sensitive position. A SAP might recommend additional treatment programs while the person returns to their job.
