FRA Drug and Alcohol Testing FAQ

After failing a DOT-mandated drug and alcohol test, FRA (Federal Railroad Administration) regulated employees often have questions about their future careers. One failed or refused drug test can ruin an FRA mandated employee’s entire career, but it doesn’t have to. When is FRA Drug and Alcohol Testing Required?

There are several times when FRA drug and alcohol testing is required. They are tested for drug and alcohol use before they are employed, randomly tested once they are hired, if there is ever a reasonable cause of suspicion, and if the employee is involved in an accident that causes injuries or property damage, they will be tested immediately after the event. Additionally, if the employee recently failed a drug and/or alcohol test they will be subject to follow-up testing for a determined length of time.

What is the Return to Duty Process for an FRA Regulated Employee?

FRA regulated employees must follow a DOT-mandated return-to-duty process strictly enforced by the federal authorities. First, the employee must meet with a DOT qualified Substance Abuse Professional (SAP) who will recommend a treatment plan for them. After completing the plan, the employee must be evaluated by the SAP again and, if they determine compliance, they will refer them to submit to a return-to-duty drug and/or alcohol test.

How Can an Employee Get Started with the Return to Duty Process?

The first step of the return to duty process is finding a Substance Abuse Professional. It is important to ensure the SAP you choose is DOT qualified and also has available appointments. You cannot return to work until this step is done, so waiting a few weeks for an intake appointment is not an option.
