Finding a Substance Abuse Professional List

As a DOT mandated safety-sensitive employee, have you ever wondered when or why you would need a Substance Abuse Professional list? Please read on to learn more.

In order to safely transport the general public, the DOT requires a drug and alcohol-free workplace. Consequently, the DOT mandates that all safety-sensitive employees undergo drug and/or alcohol testing. Testing began when Congress passed the “Omnibus Transportation Employee Act of 1991” in response to many transportation accidents. The Act was revised in 1994 to include alcohol testing as well.

What Happens When a DOT Mandated Employee Fails or Refuses a Test?

When a safety-sensitive DOT mandated employee violates any drug and/or alcohol regulations, they are immediately removed from performing any safety-sensitive work. Next, they are expected to successfully complete a return-to-duty SAP program. Refusing to take a drug and/or alcohol test is considered the same as failing the test and will also result in immediate removal from safety-sensitive work until the completion of the SAP process. To start the process, the employee needs to be provided with a Substance Abuse Professional list. The list includes qualified SAPs who will outline the steps for the employee to get back to work.

How Does a Service Agent Take the Burden Off the Employee?

DOT Regulation 49 CFR Part 40 Subpart O requires your DOT employer to provide you with a list of SAPs you may contact for the return-to-duty process. All SAPs on this list must be fully qualified and up-to-date with their re-qualification requirements. Unfortunately, if an employee completes their return-to-duty process with an unqualified SAP, they may have to repeat the entire program.

Using a service agent, such as SAP Referral Services (SRS), eliminates this risk. SRS provides the DOT mandated employee with a Substance Abuse Professional list that includes only qualified SAPs. Additionally, the process is streamlined. SRS ensures you’re provided a Substance Abuse Professional list of SAPs nearest to your local area. Proximity to your SAP can increase the ease of completing the return-to-duty process quickly and successfully.
