Employer Guide to FMCSA Clearinghouse
The FMCSA Clearinghouse is an online database that provides real-time information to employers and authorized users about commercial drivers licenses and learner’s permit holders’ alcohol and drug violations. It’s a secure platform that allows employers to report any alcohol and drug violations. If an employee’s alcohol test results has a concentration of .04 or higher, if they fail a drug test, or if they refuse to submit, the employer and MRO must report this to FMSCA Clearinghouse.
When the safety-sensitive employee successfully submits a negative drug and/or alcohol test result, and has complied with the return to duty program, employers must submit this information to the clearinghouse as well. All information must be reported within three business days.

How to Register and Gain Access
You need to verify your information first to successfully register to the FMCSA Clearinghouse. If you have your USDOT Number, ensure that you register at the soonest possible time so that they can verify that the information you provided is indeed up-to-date. Employers that work with C/TPAs must designate them to the Clearinghouse first before they can gain access on their behalf. Depending on how often the Clearinghouse will be accessed, employers can purchase a query plan that fits their needs.
