DOT SAP Program for PHMSA Employees

PHMSA (Pipeline and Hazardous Materials Safety Administration) depends on DOT mandated safety-sensitive employees to perform critical operations. Both the PHMSA and these employees are responsible for maintaining a safe environment for themselves and for the public. If PHMSA employees are discovered to be under the influence of drugs or alcohol while working, they will be removed from their duties and are required to complete a DOT SAP program.

How Drug and Alcohol Testing Keeps Employees and the Public Safe

Drug and alcohol testing guidelines require pipeline facilities to have anti-drug and alcohol misuse prevention plans. Testing regulations require operators, maintenance, and emergency response employees to be drug and alcohol tested. Employees will be tested for marijuana, opioids, PCP, cocaine, and amphetamines prior to employment, after most accidents, and randomly throughout the year. If the test comes back positive, the employee will be immediately removed from their safety-sensitive operations and must comply with a return-to-duty process. Should they refuse a test the same consequences apply.

The return-to-duty process requires the employee to be evaluated by a DOT-qualified SAP. Next, the SAP will perform a second evaluation and make treatment and/or education recommendations based on what he/she learned during the interview. If the employee successfully complies with the program, the SAP will make a recommendation for them to submit to a return-to-duty test. It is important to note, the employee will undergo a minimum of six follow-up tests within the first 12 months of safety-sensitive duty following the employee’s return to safety-sensitive functions.
