Who is Covered by DOT Drug and Alcohol guidelines?

The Department of Transportation’s various subsectors all require that all safety-sensitive employees comply with drug and alcohol testing guidelines. These employees include:

  • FMCSA: Employees who operate a Commercial Motor Vehicle (CMV) with a gross weight of 26,0001 pounds or more or operate a vehicle that carries 15 passengers or more.
  • FRA: Locomotive engineers, trainmen, conductors, switchmen, locomotive hostlers and helpers, utility employees, signalmen, operators, and train dispatchers. Additionally, this includes employees who perform maintenance and have the opportunity to foul the track.
  • FAA: Flight crewmembers, flight attendants, aircraft dispatchers, aircraft maintenance workers, ground security coordinators, aviation screeners, air traffic controllers, and operations control specialists.
  • FTA: Any person who drives, maintains, controls, or dispatches revenue vehicles, as well as CML non-revenue vehicle operators.
  • PHMSA: Anyone who works with a pipeline or liquefied natural gas facility including operation, maintenance, or emergency response personnel.
  • USCG: Anyone who is on board a vessel under the authority of a license certificate or registry or a merchant mariner’s document.

How a SAP Provider Can Help

As mentioned above, when a safety-sensitive DOT mandated employee fails or refuses their drug and/or alcohol test, they will immediately be removed from their safety-sensitive duties. This employee cannot return to work until they’ve completed a return-to-work program with a DOT-qualified SAP and passed their return-to-duty test.

A Substance Abuse Professional needs to keep up with their certifications to remain qualified by the DOT. They complete continuing education to stay at the top of their field.
