A Substance Abuse Professional (SAP) is an individual who evaluates DOT mandated employees who have violated the DOT’s drug and alcohol program because of a failed drug or alcohol test. SAPs make recommendations for education and/or treatment, required follow-up testing and possible aftercare. As a Substance Abuse Professional, you are responsible to protect the interests of the public by evaluating DOT mandated employees according to set policies and guidelines. You determine whether a DOT mandated employee is fit to return to his or her safety-sensitive job after successful compliance to treatment and/or education.

What Are the Qualifications to Be a Substance Abuse Professional?

According to DOT guidelines, Substance Abuse Professionals need to be either a licensed physician, certified psychologist, certified social worker, approved marriage, and family therapist, certified employee assistance professional (CEAP), or a drug or alcohol counselor that is certified by NAADAC, ICRC or NBCC. Once a practitioner meets state certification requirements, he/she must receive additional training in order to be eligible to take a qualifying exam.

The DOT requires SAPs to have clinical experience in the diagnosis and treatment of alcohol and controlled substance-related disorders. In addition, the DOT requires that Substance Abuse Professionals complete continued education consisting of at least 12 professional development hours (CEUs) relevant to performing SAP functions every three years.
