A qualified DOT Substance Abuse Professional (SAP) is someone whose work is to assess employees who fail to comply with the alcohol and drug use regulations of the Department of Transport (DOT). A SAP’s duty involves providing a recommendation for treatment and/or education to these employees, reevaluation once the education and/or treatment recommendations have been complied with, and recommendation for return to duty testing. SAPs play a vital role ensuring that the safety sensitive employees mandated by the DOT are complying with the drug and/or alcohol use regulations. SAPs put the public’s interest before all others and work to ensure that those DOT-mandated employees who seek their services are ready to return to a safety-sensitive position.

To become a qualified DOT Substance Abuse Professional (SAP), one has to meet the requirements necessary to fulfill DOT rules. Section 40 subpart O of 49 CFR states that to become a qualified Substance Abuse Professional one must be a physician who is licensed, a certified social worker, psychologist, certified employee assistance professional, state-licensed or certified marriage and family therapist, or an alcohol and drug counselor certified by an organization. The SAP must also meet and satisfy specific training, knowledge requirements, education, and examinations.
